Exemption of registration tax and registration dossier fees for electric scooters through June 30, 2016.
Following the proposal by the Ministry of Transport and Vietnam Register to waive registration tax and paperwork requirements for electric scooter registration, the Prime Minister has issued directives on handling and resolving unregistered electric vehicles.
License plates for electric scooters
Accordingly, the Prime Minister has approved the proposals of the Ministry of Transport and the Vietnam Register to waive accompanying documents for electric scooters, including a VAT invoice and a registration inspection certificate or customs clearance document. Citizens only need to bring their vehicle to the police agency to complete procedures proving ownership, usage rights, and vehicle registration.
The Prime Minister assigned the Ministry of Public Security to decide within its authority and provide guidance on waiving dossiers and documents—including sales invoices, receipts, and certificates of technical safety quality and environmental protection or factory quality inspection certificates for road motor vehicles (Registration Inspection) for domestically manufactured and assembled vehicles, as well as import and customs clearance documents (Customs Papers) for imported vehicles—when registering electric scooters until June 30, 2016.
The Ministry of Finance shall decide within its authority and provide guidance on exempting or reducing registration fees for this type of vehicle.
The Ministry of Information and Communications is responsible for directing media agencies to organize public awareness campaigns so that citizens and businesses clearly understand and comply with legal regulations regarding the inspection and registration of electric scooters, as well as ensuring everyone knows about the registration support policies for this vehicle type so that all citizens can register before June 30, 2016.
According to the Traffic Police Department, after this deadline, all electric scooters without a license plate will not be permitted to operate on the road like other traffic vehicles. Violations will be penalized under Government Decree 171/2013.
